Compulsory e-scooter insurance in Italy: sticker, cover and fines

Yes: since 16 July 2026, if you own an electric scooter (monopattino elettrico) and ride it on Italian roads, it must have third-party liability insurance. It must also carry the identification sticker (contrassegno), required since 16 May 2026, and every rider must wear a helmet. Your home policy's family liability cover does not replace it.

Consultation in English is included

Italian policies are written in Italian. We explain the cover, the exclusions and the paperwork to you in English, before you buy and when you claim, at no extra cost. Call +39 0141 441493 or email info@assicurazionecastellodiannone.it.

In short

  • The obligation comes from the 2024 reform of the Highway Code (Law 177/2024) and applies to privately owned e-scooters.
  • The contrassegno is requested on the Portale dell'Automobilista, logging in with SPID or CIE.
  • Riding without insurance means a fine of €100 to €400 and the scooter can be seized (art. 193 of the Highway Code).
  • Our e-scooter liability policy, underwritten by Reale Mutua, starts from €163.38 a year for a rider with no claims, in the lowest-priced area of the tariff.

What changed in 2026

Law 177 of 25 November 2024 reformed the Italian Highway Code (Codice della Strada) and brought e-scooters closer to other vehicles: a helmet for all riders, an identification sticker and compulsory insurance. The sticker became mandatory on 16 May 2026, after the Ministry of Transport decree of March 2026. The insurance obligation was postponed by a joint circular of the Ministries of Enterprise and Transport in April 2026 and has applied since 16 July 2026.

Doesn't my home insurance already cover me?

No. Now that e-scooters are subject to compulsory motor-style insurance, private-life liability policies (the family liability section of a home policy) exclude vehicles that must carry that insurance. You need a dedicated e-scooter policy linked to your scooter.

What the e-scooter policy covers

It is a third-party liability policy: it pays for injury and damage you cause to other people while riding, with the same legal minimum limits as cars and motorbikes. It does not cover damage to your own scooter, theft or your own injuries: we say it plainly so there are no surprises.

The price depends on the municipality where you live and on your claims history. The quote tool asks for both and gives you the exact premium.

Shared and rental e-scooters

The obligation is on the owner of a private scooter. If you use a sharing service, the operator insures its fleet: check its terms for what is covered and what is charged to you.

Frequently asked questions

Is e-scooter insurance compulsory in Italy?

Yes. Since 16 July 2026 privately owned electric scooters ridden on public roads must have third-party liability insurance, under the 2024 reform of the Highway Code.

What is the fine for riding an e-scooter without insurance in Italy?

A fine of €100 to €400, and the scooter can be seized, under article 193 of the Highway Code. Damage you cause remains entirely your responsibility.

How do I get the e-scooter sticker (contrassegno)?

You request it on the Portale dell'Automobilista, logging in with SPID or CIE. It has been mandatory since 16 May 2026.

Does my family liability insurance cover my e-scooter?

No. Private-life liability policies exclude vehicles subject to compulsory motor insurance, which now includes e-scooters, so a dedicated policy is needed.

Do I need a helmet on an e-scooter in Italy?

Yes. Since the 2024 reform the helmet is compulsory for all e-scooter riders, whatever their age.
